Delegate Tully  moved to amend the amendment on page 9, section 7, line 3, following the words “free of charge”, by striking the period and inserting the words “to the patient if there is no insurance or Medicaid coverage, and nothing in this section prohibits the health department from obtaining grants or appropriations to cover the cost of the contraceptives or billing the patient’s insurance plan or Medicaid to cover the costs for the contraceptives."
